Unable to get license from server

Introduction

My colleague has stopped using a license from the license server, but I don't get that license from the license server.

Explanation

When a license is fetched from the license server, the license is locked to this user for 30 minutes.
The 30 minutes (locked to this user) are renewed when compiling, linking or debugging.
